Maybe a bug?

I started my first campaign ever and used the default setup for all of the gameplay on a tiny map. The bug I think I have found is the overproduction of ships. I would get ships being ready everyturn and before setting a rally point on the construction I would find upwards of 2 to 3 ships in the star dock. It made for a very easy game on the first level. I have a saved file if you would like a upload of it to see it for yourself.

Nope, totally possible. I build planets specifically to do this.

However, a save game would be nice, so I can see a planet setup, and a debug.err, to determine whether it's a bug or you're just good at making ship planets
