Population will not grow despite 100% morale

My population is capped on Mars (my second human planet I control since the start of the game) at 2600, despite producing 5 mt/wk. My approval has been at 83% for some time, is now at 100% for the past few turns, and the population still will not grow.
What could be the reason for this?

pop growth is usually exponential. It should start rather slow with a low initial population (btw, did you cram the colonizer full of pop or just 1?) as pop gets bigger, it grows faster.

The maximum population that your population will grow to is determined by the Planet Quality, for all the numbers go to:

Even if you have more than enough food, a low population planet won't grow much more than that. However, you can ship people over via transport, and they will be okay.

As far as I can tell mars lacks terraforming, No extra spaces and nowhere to grow to.

MArs has a pop cap of 2.5 or 2.6 naturally, due to it being a crappy planet. It won't grow any more, but if you want you can ship in more people and they won't die.

EDIT: I checked the wiki, and yeah it's 2.5

Ah ok thanks, weird. I thought I could get at least 5b people, didnt know that pq caps pop size. Too bad, no use for morale now!
