Crashing on startup

I'm afraid I'm a member of the .025% that get the known issue of crashes at startup but where setting my resolution to greater than 1024x768 with a bit-depth greater than 16bit doesn't work.

I recently updated to 1.1b4 and and am now unable to start the game. The gc2launch app works fine, but when I click "play game" or even when running galciv2.exe directly, nothing visible happens. There isn't a galciv2 process lurking around anywhere in the background either. It seems to just write to debug.err and exit.

I'm running at 1600x1200 resolution with 32 bit color on a GeForce 6800 GT
1. I tried updating my video drivers and am now using forceWare version 84.21
2. I've tried updating the DirectX drivers as well to no avail.
3. removing and reinstalling the game
4. renaming my GalCiv2 folder in "My Documents\My Games"
5. downgrading to 1.0X.10

Since downgrading didn't work, I have to assume that "something" happened to my system but I can't for the life of me determine what it could be.

I'm running the SmartException application but that hasn't caught anything.

My system information from SmartException:

please forgive me if this seems stupid or obvious:
I would suggest the usual :
-scandisk
-defrag
-windowsupdate
-antivirus update + scan
-antispyware update + scan

also check that your regional option/decimal symbol is "."

Good news, with the recent release of the 1.10[b4].017 build, I uninstalled GC2, moved the old installation directory and reinstalled and everything seems to be working fine now!
