Beta 4 morale drop, no more defecting planets

#1 Morale drops from 80% to 1% when tax rate is adjusted from 80% to 81%

#2 When my influence exceeds 4 times an enemy planet and it is flagged for rebellion , after the first planet defects, I never see another planet change to my side. I have gotten my ratio past 16, and still nothing, even after putting up influence starbases and researching influence boosting techs.

#3 When selecting a planet with an active freighter in the same parsec (kinda hidden)as the planet I cannot get to the ships in orbit over the planet. It seems to consider the planet a ship

Suggestions
When launching a transport and you select population
- show the total population on the planet. it helps when you want to make a decision

#1 design, it used to be 70, changed to 80. This is so you can't make an uber morale race and tax at 100

#2 Bad luck, they WILL flip eventually. But they need morale less than 60, and no loyalty modifiers for them helps.

#3 Bug, post a debug.err?

and #4, this is done anyway. When you select a planet it shows the pop.

#1 Yes, it is by design. But it doesn't automatically set it to 1%. I've managed to get to 96% tax before hitting 1%, thanks to my starting morale bonuses, low population (i only had 3 planets with farms, all of which were under 15 billion pop.), and 3 fully developed morale mining starbases.
