Events coming up but never being applied

Twice in the last half an hour I have had two events occur which never took effect. This is the latest beta (1.10(b4).016), and the game was started after it was downloaded and installed through SDC.
1) Galactic Council voted on who would get a planet that had recently become habitable, but it never showed up on the map, in my planets list (I won of course, because I am so damn good
), or in the planet view when clicking through all planets,e ven after several turns. Obviously the subroutine that puts up the message never calls the one which "installs" the planet in the galaxy, or something along those lines.
2) Random came up that a planet had just had its base PQ double for some reason or another, but it hever "happened" on the galaxy map, even after several turns. Seems to be the same problem from two different directions, messages for changes to the galaxy come up, but are never applied.
