I've noticed that as well, but with some skins the tabs appear correctly (SouLuna 2, Smooth Alternative, Thallos...), and then if you switch skin with IE7 still loaded, they still display ok. But I haven't a clue why it goes screwy in the first place.
If anyone else has this problem, what skin do you use? Likewise if it looks ok.
