My PC crashes as soon as I try to play the game or even run the tutorial, WHY?

Why indeed? Posting your debug.err file would help greatly.

In the absence of that... I assume that you're looking for random guesses.

Have you tried updating your display drivers?
Have you downloaded the most recent patch?
Have you clicked your heels together three times while saying "There's no game like Galactic Civ?"
