Neutral bonuses missing on inherited planet

Not sure how long this has been an issue, but yesterday the UP council actually voted to give me an unihabited planet. The problem is that I have already researched Xeno Ethics and the free planet upgrade bonuses are not present on this planet.

Yup, you have to suffer like us people who aren't lazily ethical

It's because it's an automatic thing. When a new planet is created out of a 0, the event is already done, so just do it manually.
