It was in GalCiv1, and from what I gather, did not make Galciv2 as of yet mostly because of time issues in getting the game out. It may return in a future update or expanision pack. They are called Terror Stars in GalCiv.

Terror Stars are planned for the expansion pack, only this time (for UI and ease of use purposes) will only destroy planets.

Oh, I hope they'll be made optional, I wouldn't like a "everyone rushes to the terror star or looses" kind of thing.

Considering the amount of people complaining about the lack of options for things like "Stop auto movement with fleets" and other useless things, can you imagine what would happen if terror stars had to be on?
*goes straight for xml files, burns all reference to terror stars*
I know it's for the Drengin expansion, but still. Damn their shampooing hides!
