Bug: Neutral alignment bonusses

I've noticed that as of 1.1Beta2 Neutral Alignment is still broken in the sense that its unique upgrades are bogus.

What on earth do 'neutrality learning centers' do?? There is no new structure you can build. Research times are exactly the same as before, etc...

And where are the socalled unique weapons??? Nothing there either.

Neutral is still the best without that. New trade routes, more diplomacy, and of course instant upgraded tiles.
If it wan't for the fact that now the Torains are much better in 1.1, and I need them as friends, I would be neutral all the time.
