Turn strange behaviour

Greetings,
Anyone noticed that sometimes, after you load a game when you hit the turn button, there is not really a turn happening?
I noticed it by simply buying a social project or ship, hitting turn, then trying to buy another project or ship and it is not done and I don't have the opportunity to buy one.
Am I crazy?
