That voting system

Greetings,

I try to understand the voting system and there are some subtilities I don't get. I see three kind of votes (let me know if there are more)
- The Galaxy council vote with the big screen with the all the major races pictures. You vote with your IPs. I think it is happening each 2 years. right?

- The Political vote (technologists, etcs. You don't really vote. It appears and tells you if your political party is still in power. How is it setup? It is simply the additions of all the IPs of each political parties?

- And finally, when you want to go to war with someone, there is a vote with the same screen as the previous item. Same question here too.

Now my real question: I want to go to war and I don't get the vote. How can I make the vote works for me? What are my options?

P.S.: Democracy is annoying. I prefer a statute of the law (like the U.S.A.). Easier to manage.

If you want to go to war, you (and your political party) need to be in control of the senate. WHen it comes time to hold an election, the people will vote on what political party they want to see in power. If they're happy (Overall Morale > 50) you'll most likely stay in power (though I suggest keeping morale around 70 for saftys sake). If you morale gets too low, your government party will get the boot from office, and your opposition party will take the lead, and when you try to go to war they'll vote against it.

In the end, to go to war you have to wait for the next election, get your people happy enough to vote your party back into power, then try to go to war.

Either that or just start plopping down influence starbase all over his territory. You don't even have to upgrade them, but he'll hate you and declare war on you soon enough. Or if you're really desperate, switch government types to dictatorship, go to war, switch back.

I tried to switch to dictatorship and it still says I can't go to war.
Maybe I missed something or I am totally wrong...
