So what's the deal with population growth bonus?

After creating one custom race with 0% additional population growth and another with 70%, I saw no difference in the population of my home planet after 4 turns! If it dosn't increase your poulation growth, what is the point of it?

I seem to find my self working to limit population more than grow it, so I have never considered that bonus.

Population is easy enough to acquire when you have the economy to control it.
