Long dead races still appear in the Voting Power pie chart and list

The Voting Power chart shows voting points for all the races that started the game, even if they were eliminated long before.

Yes. Influence does not disappear when a race is eliminated. No race ever loses influence. But an eliminated race will never gain any more influence. They also don't get a vote in the UP.

The display should be updated so that eliminated races do not appear.
