MAJOR bug in "Starbase in someone else's sector" UP law

This one totally screwed my last game:

The United Planets law "Tax on starbases located in someone else's sector" was voted in. It was supposed to tax a race 8bc for each starbase they own located on a tile that is culturally controlled by another race

BUG SYMPTOMS:
1) On the United Planets screen, the law is listed as costing 81 bc per base per week instead of 8 bc!!! HOLY CRAP!
2) In my last game, I controlled more than half the galaxy in my end game. I had NO bases in enemy territory. Somehow, the law is reversed, and I was paying out for enemy bases that were in MY territory! My per-turn expenses listed as "United Planets Starbase Tax" totaled 2376. That was more than ALL of my other expenses put together!!!

In the late game (when there are a lot of starbases out there), this destroys your economy. Only solution is to break all your alliances and blow up all the starbases.

2 important responses:

1) I see the "81" frequently, on that and other UP law descriptions, only when I look closely it's actually 8| (Shift-\ on my keyboard). It appears to be a stray character in the text for UP law displays, it doesn't affect the number used.

2) I saw the HUGE starbase tax on one of my early games, only when I did a little addition (in a kind of perverse galactic accountant moment) I discovered that my expenses added up correctly without including that number. Again, it looked like the amount I was receiving for foreign starbases (listed as 'tribute') WAS part of my income, and likewise I was paying 'tribute' for some of my own bases, but the impossibly large starbase tax number (which looked like possibly a charge for every starbase in the galaxy) was just a display number with no impact on my economy. I can't say if this is the case every time, but double-check the numbers in your own game and see if you are REALLY being charged that huge number each turn (and if so, how are you not immediately bankrupt?).

I beleive this bug was fixed (was out on vacation for a while, but i got an email on the matter).

PC: Try loading the game after 1.1 to see if it is enough to get your conquest back on track
