Initial colony not working?

Im having this issue with newly colonized worlds. They are not producing. I just colonized a nice class 19 (!) planet but are getting like 2 in social/military production. Isnt the initial colony supposed to give me like 12 mp? The population is rising so Ive got the food allright, but the planet is useless, just crowded with a bunch of unemployed daydreamers that say "life is so wonderful here" 47 weeks until basic factory is done, yay.

I have xeno engineering and planet improvements, wassa?

You must have the social slider below what you need. You need to cut back on resaerch at the start to get the colony ships built and factories going.

Also make sure your spending slider is at 100% and your taxes as high as possible
