Constructors "in stock" bug

May be it's not a bug but a feature 
but the problem is that if you have 2 or more constructors on the same place (or just constructor and any other ship) - you can't construct the starbase .
Actually the bug is "deeper" , if you have several ships on same place you can't upgrade one of them either, basially it ccomes down to the fact that if you have more then one ship on one space you can't get to that menu.
