Collectors Edition special features.

I have downloaded all of the proper stuff to get the extra features, but I have not noticed how to get them. Can someone explain what I need to look for and were to access the stuff.

The extra ship parts will appear in the "generic" extras in the shipyard. They'll be labeled "Special edition" content...or something like that. They're kind of hard to miss. If you downloaded and installed the file like you say they should be there.
