Manipulation???

Hello:
Below is a quote from IGN concerning how (the Drath) a race can manipulate two other races to go to war, then sit back and watch them fight it out:
Here is the quote:
"The Drath live in the shadows, pulling the strings on the weak and powerful alike in designs that are subtle beyond imagination. Their subtlety in mind combined with seemingly infinite patience makes them a force to be reckoned with. To have the Drath as an enemy doesn't mean war with the Drath; it means war with some other race with the Drath having no direct connection to the conflict."
Can this be done? If yes, How is this done?
If it can be done it's very impressive I must say

in diplomacy.. you can tell one civilizatoin to go to war with another civilization.

I have done it a lot in my game with the drath, go for diplo tech and invest in spying to know a lot about the other civs.
In my game the altarian were getting quite powerfull so I decided they needed some war to weaken them and allow me to continue my war of influence. So I took some civ that were neutral or wary with them, offer them some ships and one or 2 tech to have them go to war against the altarians. I worked perfectly and the altarian economy was soon down due to 2 wars.

Yes.  One of the things we're going to be doing is putting in more dialog so that players know when this sort of thing happens.

Right now, it happens but there isn't that much player feedback.
