Influence starbase and Neutral tech

I don't seem to get any influence bonuses for influence starbases, even after adding lots of starbase mods. I checked details of the planets within range, and it would show econimic starbase modifiers, but no influence starbase modifiers.

Also, when I went neutral and researched the neutral research facility (something like that, forget exact name, it's along the research building lines) it didn't appear to have any actual use.

Anyone else noticing these bugs?

Influence starbases doesnt work that way. They are not giving abilities to planets they are rather extending the influence into space. Use the "ownership" minimap option to see the influence based "ownership" of the galaxy.
