Surrender Planet is a Dud!

A civilization that was about to fall surrendered me their last planet (which is good because I defended them for hundreds of turns).. anyway... the planet does nothing. it can't build ships, it can't construct or upgrade buildings. it can't do anything. it just sits there.

I'm assuming this is a bug. Anyway the planet is called "Frosted Donettes" (which i happened to have a box of here and was looking at when i named it)

Here's a link to the save game. No laughing at my economy or other crud... the war has taken it's toll on my poor civ.

I was able to build a constructor and factory with the save. It seems to work fine.

The reason that it says never for the factory upgrade and ship is due to your economy. Your spending is simply too low for money to be allocated to that planet. If you go into the screen and look, you will see that only 1 research is being conducted by that planet.

Try to get yourself out of date.. and uh, the Terrans are owning that planet with their influence.

Ahh ok, thanks. My economy did pretty much collapse on me there and I didn't know how that worked.
