Incorrect Max Movement

I created several constructor designs primarily for racing in and claiming resources of just-destroyed civilizations. They were working fine for the most part, but after a while my ships would be created with movement rates of 25/5. For the first turn they'd have the correct movement rate of 25 parsecs/turn, but thereafter they'd only be able to move 5 parsecs per turn. Later I noticed that *all* of my ships that were built after that point had the same problem.

After checking it over again, it seems that the cause of the problems were several UP laws that modified the speeds of the given ships. At the time there were laws increasing the speeds of both transports and constructors by +2 each. I originally made the mistaken assumption that it was affecting all ships due to the fact that I was only building transports and constructors at the time. For some reason this seems to have screwed up all ships of those classes designed/built during those times. It was sufficiently annoying that I left the UP, and the problem was immediately fixed. Even existing ships that were affected by the bug immediately regained their correct maximum parsecs/turn.
