Do they have the little disorder symbol on them? Basically each planet has an IP(influence points) number and another number in ( ) right next to it. That other number is the influence from other sources on that planet. The "magic" number you want to get those planets to is (4.00) or so. If you don't reach that number you wont ever convert them.

Couple of things to do.

Use espionage to enable viewing that number on the target world.

Build influence starbases near the planet(s) you want to try and convert. Make sure to upgrade them to produce lots of extra influence. You can stop building/upgrading them once the target planet reaches that 4.00 number.

Thanks for the tips! I'm still feeling out the use of starbases (beyond resource gathering) and espionage, so this is great info.

Hmmm... this is what I see on my screen

25IP (38.98)

Yet I can't seem to take over the planet - but it's rebelling. In the manual it says something about 4x the influence of the colony - does that mean I need to generate 100IP before it'll flip?
