Anyone seen the Fundamentalists?

I just had the most bizarre event today, a group of people revolted against their evil rulers (The Dregi) and formed their own minor Civilizations, taking the Drengi homeworld with them. Anyone else see this happen before?

Oh, the Fundamentalist, the scariest event for any evil civilization

They've been around since GC1. Not a common event, but it always has serious repercussions to the game. I've seen them pop up once in my last dozen or two games.
