Now THAT is a bug...

1 week to research EVERYTHING.

I was playing the campaign, on the mission where you need to stop the Drengen from using the artifact to summon the Dreadlords, and I'd just finished building a technological capital on one of my two planets (Ya, I stink). The current tech I was researching changed to 1 week to complete. Cool, I figured. Then it completes, and EVERYTHING is 1 week. even the disgustingly high stuff. I coulda researched Technological Victory in like 6 weeks if I had wanted to! Eventually the game crashed due to me running too much other stuff in the background and when I loaded the autosave, tech research was back to normal.

well you should have saved every turn and researched as much as posible giving you a really nice advantage

I was playing on Normal, thank you very much and no I haven't been able to duplicate it...all I can tell I did was complete a tech capital.

I have seen this before. I took notes on it last night. I researched plasma weapons at like 10weeks. Then I Plasma II came up and it only took 6 weeks. My empire was pretty advanced at this point. I hadnt built any new invention matrix improvements or built/conquered any new planets. This happened with armor too. I researched Kanvium and the one after that was half as expensive. It happens everytime I research a breakthrough technology. To get to the next generation of improvement is expensive and then the line is cheap. I dont know if it is a bug or it is on purpose though.

Research seems to carry over. Once you complete a tech, you will notice that the next tech in the line is automatically selected - if you look in the research bar you will see some of it filled already. I managed to research 2 earlier techs in 1 turn before!

Also, I think there are plateaus in the tree, where you'll research a relatively expensive technology, and a set of technologies after it will be relatively cheaper. I'm not positive on that, though.
