Unable to do alliances

Hi, i've the alliance tech, the others are friendly with me, but i've no alliace option. Only make war or peace. I've tryed a custom battle and even in the 4-5 liv of the campain when i've to win with alliance to torian, i'm unable to use it.
To win i've conquered it with influence...too time!
Any idea?

You must be close with them, not just friendly. Try trading with them. Sometimes very large amounts of cash (well over 1,000 bc) will also sway them.
