[Bug] Neutral Research facility missing

I'm using windows XP pro, running the game full screen at 1024x768 resolution, same as my desktop which is set at 32 bit color.
Running gal civ 2 ver 1.0D1.007 from stardock.

I've researched the neutral research facility (after I picked a neutral alignment) , but where is it? I dont see it availible to build on any planets. Is it a galactic achievement? 1 per planet? As many as I want? Also the description of that tech "Neutrality Learning Centers" doesn't show an actual facility, or anything at all actually in the box below the description when I'm looking at the in game tech tree.

Brad mentioned already in his journal about the patch that this improvement was accidentally not even made, and would be in as soon as they could make it (next week's patch hopefully).

Same with "good" aligment , after selecting it I was able to research Arnor armor and defence but they never apeared in ship build list.

On the same subject I was playing Evil earlier and was offered Neutral training facility as a tech trade. The text said it was offered, but it didn't appear in the trade window. Pretty sure the AI shouldn't be able to offer it up for trade.
