Typically from my observations over the last couple months there is on average <80 players in-game at any given moment and a majority of them are playing solo/offline against AI.
By my estimated guess realistically there may be 1-2 dozen players on average playing online multiplayer games at any given time, and until the price of the game drops WAY down from $40 I wouldn't expect the player pool to increase by much any time soon.
Unfortunately your best bet is to just host a game yourself and wait until other players join your game instead of waiting for someone else to host
