The reactor was really close to base where I had 200 water stashed up.

However the only water it was getting was from the water pump, at the very edge of the map.

This had a terrible effect which I could not counter. The reactor was producing nothing most of the time. The algorithm that determines these shipments seems to have a major issue. I noticed similar things in other games. That definitely needs some work. If the raw resource is present in the HQ the HQ should supply it. 

It was a high stakes game so I was a bit pre-occupied to take a long look at what was going wrong, but I did see it basically not producing, whilst it should've been making me fuel. It just sat there with no water most of the time. it could've been that my water tile got nuked, I don't remember, or the tile was producing properly. But for whatever reason it was only being supplied from the edge of the map, and there was by far not enough water coming in.
