Claim reclaiming would definitely make the game easier, but I fear it may undermine a few other mechanisms already in the game. As you mentioned, it would circumvent the underground nukes. So what would be the point of having underground nukes in the game? Who's going to pay $20k to nuke a tile that you're just going to move?
Underground Nuke has a permanent effect and is very frustrating in early game when you are the target, it cripples your opening so badly... The point to adding this "reclaim" to the Black Market is that it would scale up in price also. Underground Nuke is very effective when it's cheap, but seldom used later in the game. Maybe the answer would be to beef up Underground Nuke by making it take down 1 resource to the adjacent tiles around the target.
This would also eliminate some of the need to upgrade your colony, as you could just spam rush resources with mass adjacency bonuses, then shut them all down and start on the next project. And what's the point of the Scientific colony bonuses if everyone can switch from primary resource collection to end-product production without fearing longterm commitment on a tile?
Scientific benefit from the fact that they cannot be affected by an Underground Nuke, because there is always a trace of the resource left, letting the building continue to function normally. Moreover, it is harder for Scientific to use a tile for an other purpose later in the game, because lot of their claims are scattered and not adjacent to their HQ, so they would benefit greatly from reclaiming far away tiles later in the game.
If this is implemented, it will need to be so expensive for balance reasons that nobody would use it, because it'd be so expensive. Just buy another claim on the black market and pretend you didn't have the other one. Same result.
The more it will be used, the more it will be expensive, like everything else in the Black Market.
